I couldn't see any more TODO on the wiki page.
* Initial documentation is merged to the branch (including links to
all the smaller design docs)
* Bharat's patch is merged with check to disable HA for security (and
warnings has been added to the doc about not-ready security...)
* HA is tested in containers/k8s and worked very well (example files
are merged).
All the other aspects are already checked (build stability, build time,
coverage...)
For me, it seems to be a good time to start the VOTE if there are no
other concerns...
NOTE: I assume we don't need SCM-HA for 1.1 release. But we can cut the
1.1 branch any time from the last commit before the merge.
