I just realized that security is not working, yet, therefore it's not
ready for production.
Do we need to add a safety guard check and fail if somebody tries to
start SCM-HA in secure mode?
This is what we did earlier when security was not ready to avoid any
accidental security problem (see HDFS-12697)

(as far as I see the main SCM HA doc is already linked but state can be
