He need to register on the EN forum first. As soon as he's ready to moderate
the VI forum, a super admin (Drew is the only one active I think) will be
needed to promote him admin of the VI forum. Then we can reopen the VI forum.

OpenOffice 4.0.1 in Vietnamese was released a few days ago. Now it would be a

Then we can reopen the forum and put a short announcement on
http://www.openoffice.org/vi/
and revisit the issue in a few weeks to check if the workload is manageable.
