It would be great to open again the Vietnamese forum indeed!
If Mr. Phan Anh is willing to moderate, there is no problem. That's why we have
kept the forum online (read-only).
But only one moderator is perhaps not enough.

Addressing the second question, the Vietnamese forum was closed only
because it was full of spam and the original moderators could not be
contacted.
I'll post a message on the forum advising people of this thread.
