That wouldn't change what mxmlc would see from the command line in bash.  
However, in the spirit of your suggestion, I’ve also tried:

'-define=CONFIG::GAME_NAME,"A Name With Spaces In It”'

and

"-define=CONFIG::GAME_NAME,'A Name With Spaces In It’"

There’s no difference in behaviour.

Keep in mind, it’s not even registering that CONFIG::AIR is set to true, nor is 
it complaining about my command line format.
