I would bet those stubs are still in there from when a portion of the Flex
SDK required a licensing.  You used to have to pay extra to get access to
mx.charts.* and a few other items that we now get as a part of the Apache
package.

If you didn't compile it with the right version of Flex Builder, the
components would show a watermark.  If you didn't have FB installed and
were compiling it from the command-line, you couldn't use the charting
components at all.
