I took a look at a few other project in the release area and it's basically all over the place. (There's even some RCs in the dist release area!) The important thing obviously is it must be the the source and binary packages, beyond that it's probably only a nice to have (just like the KEYS, README or RELEASE_NOTES files) so you can read them before having to download the release.
