I think more adjustments are needed.  I think we have to create a true source 
and binary package, package up NOTICE and LICENSE files, etc.

I think with this plan we won't be touching flex-utilities.  We can't check a 
zip in there.  The packages will go on dist after a vote.

Or am I missing something?
