This is a terrific idea. I think we should add something to the PMC pages about recognizing contributions and asking contributors to file ICLAs. In addition to the community building and the recognition, filing an ICLA has subsequent benefits to the project and the future committer. Just as soon as the PMC decides to invite the contributor to become a committer, they can finish the process without any delays. I'll propose some updates to the PMC community pages to reflect this.
