Sorry if I didn't follow up on your suggestion, I think I was a bit
reluctant to widen the debate and eventually lose the focus on Commons
Compress, but I'm thankful for your initiative to find a compromise.
Apache Commons has a lot of rules and procedures already, if we set new
rules regarding the dependencies I suggest that we keep things simple:
1. Any addition of a non optional runtime dependency to a component must
be agreed by a vote. There is no low level/high level distinction
between components, the rule is the same for all projects.
2. The removal of dependencies is encouraged but can be challenged by a
vote if controversial.
