I published the website: http://commons.apache.org/sandbox/commons-monitoring/

As it's more than a simple commons component, Incubator sounds a good
idea. I can take care of that.
But for personal reasons, I have a bit of traveling (and won't be
connected a lot) this week and next week.
So I won't be able to start with that before early september.
If you can wait :-)
