That's not the way I've understood Conor's proposal.  I think the idea
was not to change the point at which we create branches, just how we
deal with them.  The key point was that bug fixes would be applied to
the branch only and regularly merged over - so there would be no way
anybody could forget to merge anything.

Absolutely.

When we relase anything we'll have to vote on it, part of the vote
will be the version number.
