The BMO team is again considering switching to ReviewBoard, which should fix this problem, at least for our most-used repos. When we last evaluated this option, a few years ago, there actually wasn't a BMO team, so we went with the easier option (Splinter), since it is nontrivial to do proper Bugzilla-ReviewBoard integration. We have more resources now, and ReviewBoard seems to answer a lot of user complaints about code reviews, so we're working on this anew.
