social_contract.1.1.wml and social_contract.wml are *not* identical. They differ only in a few HTML tags and I could probably convert social_contract.1.1.wml into social_contract.wml (in hebrew/). But why should I? You seem to miss the basic workflow and really, really have to learn it. I'm sorry if this sounds harsh but how often should I repeat me? The problem can be solved via normal cvs operations as the English file is not affected (revision number wasn't reset to 1.0 once the last commit error was fixed). All is fine ...
