There was no technical disagreement, that was resolved last year. There was no decision to overrule except the unwillingness of the delegates to do some work, and you can't compel anybody to do work they don't want to do. (Not in Debian anway.)
What you can do is to find somebody who wants to do the work, and then find somebody who has the power to delegate the right to implement it to them. If Ian's statement that the DPL was not willing to do so is true, and so far I have not read anything at odds with said assertion, then asking the TC would not have accomplished much if anything IMHO.
