I think it's somewhat ridiculous that we would have to agree 2:1 that the
KDE+Qt position statement of a few years ago in which we discussed why KDE
can't be included in Debian should be withdrawn because it's now obsolete.

Given such an example of a non-technical document which is not being
discussed as needing a 3:1 majority by a large number of people, I think
you're adding more process without good reason.
