I don't think you need to wait for registration. You might want to read https://opensource.guide/legal/ as a start. AIUI, you already have copyright as soon as you write it. Registering it just strengthens certain rights in the US I believe. I'm in the UK where things work a bit differently. But you have to publish it with a GPL3 licence before anybody can use it or copy it anyway.
