Since Apache is already tested and working, I don't think we need to block the redmine release on missing Nginx config file. We can add a NEWS file, and RFH bug and may be an item in trixie release notes. If we manage to get the Nginx config working, we can always ship that in backports later. Release team may be open to allowing a documentation update during freeze.
