While we are waiting for the last of the 32-bit package removals to be 
finished, I need to flag an issue.

All of these test failures are for architecture independent packages from 
testing that depend on architecture specific packages that we no longer build.

I attempted to fix this by uploading some revised packages with breaks on the 
pre-bioc-3.19 versions of the reverse-dependencies, but I'm informed that won't 
work.

Please let me know if those "breaks" are harmless or if they should be reverted.
