This was surprising to me as well when I recently proposed a GR. As if even proposing a GR were an attack on Debian. In my case, the GR failed to receive seconds. I considered that to mean that there wasn’t sufficient interest among other Debian Developers. So, for me, I considered that the end of the matter.
