Ok, how about the attached patch? I didn't couch it as a footnote because I think it fits in with the rest of the recommendations there. Personally, I'm still relatively undecided on the capitalization issue. But after manually reading about 50 entries in the Packages file, things definitely seem to be in favor of capitalizing, so I went that way.
