Ok, how about the attached patch?  I didn't couch it as a footnote
because I think it fits in with the rest of the recommendations there.  

Personally, I'm still relatively undecided on the capitalization issue. 
But after manually reading about 50 entries in the Packages file, things
definitely seem to be in favor of capitalizing, so I went that way.  And
it does fit in with the subtitle analogy.

Even if all those were true (I disagree that it's purely subjective), it
is still one of those things (however minor) which reflect on the
quality of Debian.
