I'd rather have this be a guideline than a rule. So, I'm not sure policy is the right place. (Sure wish we had someplace else where guidelines could go.) But if it does go in policy, I think "should" might be too strong. I'd rather have it specify a noun clause instead of a sentence fragment (if we're going to specify anything). I agree about the full stop. (Although I still think "should" might be too strong.) If we're going to discuss leading caps or not, I agree with Branden: not unless it would be capitalized for other reasons (i.e. "GNOME"). Maybe we can make it a footnote.
