I did try not including
`[debian/tmp/]usr/share/doc/elpa-dap-mode/changelog' in d/docs, and
dh_missing gave the following error:

debian/tmp but is not installed to anywhere
| dh_missing: error: missing files, aborting

I guess including manually installed files under debian/tmp in one of
the install files is probably required now?
