You've added a line 'debian/tmp/usr/share/doc/elpa-dap-mode/changelog' to debian/docs. That doesn't make any sense. When building a Debian package where the source builds a single Debian package, debian/tmp/ is like the root of the target filesystem. That's why I suggested you copy the file into there. (It would be worth spending time building a dummy package without debhelper to understand more about what's going on.) -- Sean Whitton
