After restart you can login on tty1 (or ttyn) after a <Ctrl-Alt-F1>
Login as root and do:
# poweroff
If your laptop restarts after this poweroff by root then you have to
solve a nasty problem. Maybe a SMBus driver is missing or it should be
replaced. What happens when you keep the power button pressed when your
laptop tries to restart?
You can find some SMBus driver info by running:
$ lspci -k | less
