others team use the e-mail system (without review)... or have I missing
something?
yes you miss something.
Some languages start with translation, years befor the web interfaces
started.
have a look at
http://ddtp.debian.net/ddtss/index.cgi/xx
to get an impression about DDTSS utilization by the various teams.
