Not an expert, but maybe this info can help.

Today I get confused between http://www.debian.org/international/l10n/po/vi and 
http://www.debian.org/international/l10n/po-debconf/vi. Would you like to tell 
met what the differences between them are?

debconf files are the small information you get when you install a packet. It 
is not a translation of the program it self. It's the programs you find under 
/l10n/po/v

And in the page http://www.debian.org/international/l10n/po/vi, in section 
"Packages already i18n-ed. These packages are translated in other languages, 
and then could be translated into your own language.", how can I get the po 
files of these packages to translate?

The po files here has to be found where the projects maintain their 
translation. It can be the Debian robot, TP (Translation Project, 
http://translationproject.org/html/welcome.html), the projects own home page, 
http://www.transifex.net/ or a completely different place. We could use some 
kind of wiki, their translators could write this information down, but i don't 
think anything such a page exists. A google search is my best advice.

For the files, where you can send a translation to the robot this page can be 
of help: http://www.debian.org/international/l10n/po/pot (but i cannot 
guarantee all files here are up to date).

For debconf files i would get the files from 
http://www.debian.org/international/l10n/po-debconf/vi (some of files could be 
in review) f.ex. http://lists.debian.org/debian-i18n/2010/11/msg00126.html 
(review has finished). 

And maybe it is a good idea to contact the former translator (if a such exists).
