You can edit your notification settings for a team if you would like to 
receive notifications for every project under that team namespace.  That works 
for small teams, but, as you mentioned, isn’t necessarily what most people are 
looking for in large teams like Perl or Python.

You can also edit your general notification settings, but if you are a Debian 
Developer (and thus a member of the Salsa Debian team) that would mean you 
would receive notifications for every package under the Debian namespace (as 
well as all the teams you belong to).

Few people want to do either of those things.  The only other option is to 
edit your notification settings for each repository you are interested in, 
switching them from Global to Watch.
