A crucial part of that bigger problem is that Debian has *not* decided
to rely on Salsa for tracking bugs or patch contributions.

Some in Debian have not "forgotten" to turn on notifications for merge
requests, but have deliberately turned off the "chatty" Salsa features
to reduce confusion for newcomers that might mistake them as ways to
reach Debian. Debian uses Debbugs to track issues - other means of
collaboration vary from package to package - be that merge requests,
mailinglists, irc, video chat, etherpad, wiki etc.
