We already had those images before.  The winning choice said:

  We will publish these images as official Debian media, replacing the
  current media sets that do not include non-free firmware packages.

There was another almost identical choice on the vote that instead said:

  We will publish these images as official Debian media, alongside the
  current media sets that do not include non-free firmware packages.

I read this outcome as fairly clear message that, no, Debian does not
want to provide a second set of installer images, and is not interested
in contributions to make them.  This triggered me to reduce Debian usage
and contribute more to the Guix and Trisquel projects (the latter build
udebs from Ubuntu packages and maintain a debian-installer fork).
