Have you actually tried doing it? You basically enter your name, email address and press enter a bunch of time to use the default settings. After that the configuration file exists and you can just report bugs. If your provider is blocking all outgoing emails, I'd probably change provider, but I find it rather hard to believe. Anyway in sweden bahnhof is probably the best option. I have a static IP and no weird blocks of anything.
