I get the difference behind your suggested OFA and RFA. IMHO the main problem behind both is that only active maintainers will offer this option by actively file a bug report. I admit I rather have a problem with inactive maintainers. I have not made some stats (yet) but its definitely not wrong to state that >90% of the ITS bugs I've filed in the past remained unanswered.
