Yes, in the past (granted it's been years/decades), when I was
looking at a takeover for an old source package name, the prevailing
guidance was to make sure the old source package was removed for at
least a full Debian release before introducing the replacement, but
ideally wait until all versions for old Debian releases had
completely aged out of the pool (these days I guess that would
include waiting for LTS versions to no longer include it as well?).
