Just a note that the time zone identifiers in tzdata are not considered
to reflect the geographic location of any place that uses them, only
that they have used that set of time zone rules since at least
1970-01-01. This leads to some seemingly odd settings like the recent
example of a place in Australia that uses Asia/Tokyo TZID, which caused
some confusion.

It is not a goal of IANA's TZ database that TZIDs reflect the actual
geographic location of anything that uses them, so discrepancies are
inevitable. They consider it down to the user interface of the device to
present something that a user can point to on a map or select from a
location list, etc.
