I'm not the one to make the decision, but I'm pretty sure this is off-topic
- I wasn't going to respond because of this, and that I interpreted the
tone as overtly confrontational from the get go.  However, I have a feeling
that, if an official policy were to be put into place, this conversation
may influence it, so I'd like to give my two cents.

I reply at the top because I feel it is easier to read, not only during the
conversation, but in the archived format.  It is not user friendly, in my
opinion, to do a google search for a question and, upon finding an archived
list response, having to scroll down through a quoted reply to find the
response - I prefer to see the responses at the top of their respective
blocks.  It is this that most strongly influenced my decision to *always*
reply in this way (not just on discussion lists, but in my personal and
work emails as well).  Now, that being said, if there are specific points
that are being addressed in a reply, I can certainly see the benefit to
quoting those in your reply (replying inline is what I believe this is
called).

Moving forward, absent an official policy, I will do my best to remember to
reply inline when appropriate.
