I had a problem where my cmdrate and updaterate were reduced to 10, which made 
it nearly impossible for me to move. After putting my cl_cmdrate and 
cl_updaterate variables back to 128, my gameplay was as smooth as it ever was.

Vitaly posted an email yesterday/2 days ago that provided contact info and 
troubleshooting instructions in case you had problems, even if your connection 
and frame rate were fine. Maybe contact him after you've checked your rates.

Note this convar completely breaks speedhacks, and as it is server-side, it 
cannot be bypassed.
