this rubberbanding is driving me crazy... no choke, loss, or framedrops on my side. I just can't play on most publicservers anymore. I instantly deactivated it on all of my servers. It is meant as some kind of cheatprotection, but I guess it can be bypassed as always. So why bother the players with this? At least this convar shouldn't be set by default.
