I agree. 9x9 and 19x19 are the most popular board sizes and the only ones used in Computer Go tournaments.
I think the participation on the 19x19 CGOS would be higher if it wasn't down so often. Sometimes the server does not work for days, sometimes it is only the result pages on the web, which are not updated. I think it would be very helpful to have an 19x19 server with a higher uptime. Unfortunately I cannot offer to run one myself.
