Do you have a masthead wind instrument sensor now?  i.e. Spinning cups for
wind speed, and a vane for wind direction?  Is this for that?

Perhaps there was a topping lift holding the boom up when the solid vang
(if you have a solid vang) was disconnected?

Racing Displays....  ..sorry, no idea.

Again, those look like mounting points for brackets for Racing Displays.
