I suspect it is a later retrofit there to keep the mast in the boat if you
ever had a full knockdown and rollover that snapped the mast off.  With
the mast broken, there isn't anything to keep the bottom of the mast in the
boat in a rollover.  If the bottom of the mast slipped out of
the partners in a knockdown and dismasting you'd have a big hole in your
deck for the remainder of the storm that dismasted you.  Our 37/40Xl with
an Offshore Spars Mast came from the factory with tangs between the mast
step and a through bolt through the base of the mast for this purpose.

Is there a bolt or some other attachment point on the side of your mast
this cable is on about the right distance up from the bottom?

Something to hold the base of the mast in the boat is also a
requirement for ocean racing.
