Rich — no direct experience with the Philmore, but at that price point, I really doubt that it’s isolating. I couldn’t find any data sheet from their website beyond just a catalog page.
How about a Charles ISO transformer like the model 93-IXFMR 3/8I-A: http://www.marinedeal.com/product_p/s93-ixfmr3-8i-a.htm It’s a true marine-grade iso transformer, with taps for 120 and 240.
