I have never heard anyone complain that their winches were too big. One trick to fill the old holes is to tape off the bottoms, then drip enough 5-minute epoxy in to cover the bottom of the hole. This kicks off very quickly and seals the hole so the later slow-cure epoxies don't drip through.
