WRT 2.18 - Allowing an end user to assign a  VLAN ID strikes me as
very undesirable. First, it allows users to have insight into the
underlying infrastructure when lots of work has been exerted to
abstract all of that away from end users. Secondly, it is information
leakage, because you can't allow collisions, so there will be a
failure to provision the VLAN which will tell folks that the VLAN is
in use, which could provide information as to the size of the
underlying network infrastructure or other information.
