This is surprising to me. I would have assumed that freshclam and the DNS record checking should all be done in UTC/GMT and not in the local timezone. What platform are you running, and does the system clock you use run in GMT with /etc/localtime pointing to the appropriate TZ zoneinfo file, or whatever the appropriate convention is for setting up time correctly?
