M-W says "to make lustrous" and "to give a new look to." "Refurbish" is "to brighten or freshen up." At Dell Outlet, for example, I think they call a computer "refurbished" even if it never left the warehouse - for example if someone custom-ordered a PC and then failed to pay or take delivery - that's a new computer but now it's refurbished and for sale as-configured. - John
