Q: what does "FURBISH" mean?

Yep. Remove all of the unsightly "NFG" graffiti tagging. So, there's not a lot of difference between FURBISH and RE-FURBISH. "UNTESTED" used to mean that it hadn't been tried out. Now, it means that the technician was unable to repair it.
