According to the OED: 1) Remove the rust from, burnish, polish up (a sword, armour, etc.); 2) Clean up, renovate, revive, give a new look to (something dirty, faded, or old). I think "give a new look to" is what some of these sellers have in mind; "renovate, revive" maybe not so much. But removing the rust from a hard disk might not be what buyers expect.
