Look at all of the parameters that need to match for OSPF neighbors to
become adjacent and I think you'd find your answer.

Typically you'd configure P2MP on all neighbors even of the FR was set
up as MP hub with P2P spokes.

You can do what you were trying. You just need to see what didn't match.
