The problem is that your description doesn't fit what IOU actually is.
You are describing a hardware hypervisor, while IOU is not that. IOS
images that run in IOU are specially built only for IOU.

That said - they exist for almost all the major code revisions used by
IOS and to lesser extend IOS-XR.
