They are enroute to Cocos and truly do not count for DXCC yet.  When they 
arrive and get set up on land, they will drop the /MM and then they will count.

on 24.960 and noted that the op is signing as TI9/3Z9DX/MM.  If they are truly 
/MM the contact does not count for DXCC or IOTA credit.  Stations signing /MM 
means they are in international waters; outside the 12 mile limit. In any case 
DXCC and IOTA rules state   DXCC Rule 8 All stations contacted must be "land 
stations." Contacts with ships and boats, anchored or underway, and airborne 
aircraft, cannot be counted.  Exception: Permanently docked exhibition ships, 
such as the Queen Mary and other historic ships will be considered land based.  
IOTA Rule C.3.6Subject to C.3.7, Contacts with maritime mobile stations near 
islands, whether or not they operate with a /MM call-sign, will not be accepted 
for credit. This applies also to stations on board boat in harbour or anchored

least you can't rotate your house to the wrong direction.  Cocos Island is near 
enough that you should be able to work them, but a directional antenna and or 
amplifier is always nice.  I am without a good directional antenna these days,
